The Moerbeiplein Case: The Importance of Resident Participation for Livability, Safety, and Social Cohesion
The Moerbeiplein case demonstrates just how essential it is to actively involve local residents in initiatives aimed at improving livability, safety, and social cohesion. For years, the municipality, housing associations, and police pursued a top-down policy approach here, leading to resident mistrust and measures that often proved counterproductive.
At Moerbeiplein, Raki, a committed father and local resident—took the initiative to break this pattern. Despite skepticism from the police, the municipality, and social welfare organizations, among others, he succeeded in rallying his neighbors to organize joint activities. More and more residents joined in, and within three years, the initiative had grown into a neighborhood-wide movement. Moerbeiplein was transformed from a problem area into a model project for The Hague.

Halloween Moerbeiplein was a big succes!
A big Halloween party is being held on Moerbeiplein this year on October 28. Houses are being decorated and pumpkins carved. This is the fourth edition, and if Raki Ap has anything to say about it, this is just the beginning.

In het hart van de Den Haag vind Moerbeiplein en Raki Ap – een wijkgenoot met een missie. Met zijn onvermoeibare inzet en warme betrokkenheid maakt hij al jaren het verschil voor zijn buurt. Of het nu gaat om het organiseren van activiteiten voor jongeren, het ondersteunen van buurtbewoners of het bevorderen van saamhorigheid, Raki is altijd daar waar hij nodig is.
Met een groot hart voor de gemeenschap zet hij zich in voor verbinding tussen mensen van alle achtergronden. Hij gelooft in de kracht van een sterke buurt, waar iedereen zich welkom en gehoord voelt. Door zijn initiatieven brengt hij niet alleen leven in de wijk, maar inspireert hij ook anderen om mee te doen.
Raki Ap is meer dan alleen een buurtbewoner – hij is een aanjager van positiviteit, een bruggenbouwer en een echte verbinder. Dankzij mensen zoals hij bloeit Moerbeiplein op tot een plek waar samenleven niet vanzelfsprekend is, maar wel met veel passie wordt nagestreefd.
